[SYNOPSIS]
In the far-away future. There are seven large cities on a certain planet. The cities are basically cut off from each other, and each one has become an independent nationstate. These seven cities are the only habitable places on the planet, and the people live like cattle in huge crowds in each city.
The most unique city among them is "Jewdo", an artificially created city surrounded by the sea. This is the stage of this story.

Daisuke Aurola, who worked at the Special Mission Division of the City Safety Control Bureau, and His buddy Android Jay, are secretly investigating at the funeral of the first boss of the Leoneli Family. They are trying to find out who their next boos will be. Daisuke is wondering if Clair, the only son of the first boss, will succeed him, but Clair is only 19. In the end, they cannot determine who is going to be the next boss of the family, and Daisuke, who isn't very attached to his mission, leaves the funeral.

Misha is about to kill Daisuke, but then a shadow of someone wearing a black coat jumps down from the roof of the building. lt lands hard on the ground in front of Daisuke! Steam rises up!
